Okay, perhaps CNN needs someone to look over their headlines. Because when you read,

"Bush: Better Human Intelligence Needed"

you have a choice that it be a statement from the man, or a statement about the man.

Actually, I think I'd prefer to believe that some editor knew *exactly* what it was saying, and let it slide intentionally. When you can't criticize directly (and the major news organizations are now scared silly of overtly criticizing the administraton), plausible deniability can be your friend...
